I think that the rail line should be introduced in two separate phases for economic reasons and construction reasons. The first phase, as shown below will connect main tourist attractions and work centers. The line will connect the airport, the war memorial, civic, Parliament House and the CountryLink station. Connecting these areas will allow for quick and easy transportation for tourists, as well as giving Politicians who fly into Canberra to take the light rail from the Airport ether straight to Parliament House, or to Civic, where they can get accommodation before going to Parliament House.
Introducing this line might assist in attracting tourists to Canberra, as they will be able to reach the tourist sited more conveniently.
The Second phase will connect the wider Canberra including town centres, Activity Nodes, Universities and Employment areas.
